To undertake an 8-10 month consultancy researching and advocating against the death penalty for drug-related offences. This project will require research in the region on capital punishment policies and practices through contact with national governments, civil society and press monitoring. In close collaboration with Harm Reduction International’s London office, a regional advocacy strategy will also be pursued involving national and multilateral institutions in the region work against the death penalty for drug-related offences.
Key Tasks
- Conduct research into death penalty policies and practices in the region including collection (where possible) of data on death sentences and executions in the region. This information will feed into Harm Reduction International’s annual Global Overview on the death penalty for drug offences.
- Develop and implement a regional advocacy strategy through close collaboration with Harm Reduction International’s London headquarters.
- Conduct policy analysis on the region and write briefs as needed for key stakeholders
- Perform communications tasks as needed including presentations at relevant regional conferences, Parliamentary meetings, public events and other forums.
- Develop and maintain key relationships with relevant stakeholders among civil society as well as partners in national governments and with international organisations.
- Work closely with regional allies to prepare and carry out joint advocacy initiatives.
- Support Harm Reduction International’s advocacy in the region.
Person Specification
- Deep knowledge of human rights law and practice advanced degree in international human rights law preferred
- At least three years advocacy experience – at the national, regional or international levels with a proven track record of strategically achieving advocacy objectives.
- Fluency in the local language and ability to communicate effectively in written and spoken English. Knowledge of another regional language desired.
- Record of working independently without direct supervision. (This is important as line management will be based in London)
- Willingness to undertake international travel.
- Ability to work collaboratively with government officials, demonstrating political sensitivity.
- Ability and willingness to speak publicly and communicate with the media if needed.
- Commitment to Harm Reduction International’s mission and vision.
