What we do - International Harm Reduction Association

IHRA’s mission is to promote harm reduction on a global basis through an integrated programme of research, advocacy, information sharing, networking and collaboration.

Our work aims to improve public health, protect the human rights of people who use drugs, and reduce the individual and community harms from psychoactive drug use. We work with local, national, regional and international organisations on a wide range of activities, projects and programmes including:


  • Conferences around the world to promote harm reduction
  • Advocacy and campaigns to promote and defend harm reduction approaches
  • ‘HR2‘ - IHRA’s harm reduction and human rights monitoring and policy analysis programme
  • Coordinating collaborations between the regional harm reduction networks
  • The Middle East and North Africa Harm Reduction Network and Knowledge Hub (MENAHRA)
  • Alcohol harm reduction work (including demonstration projects at the local level)
  • Media work and communications
  • Research projects such as the ‘50 Best Document Collections’
